Is it permissible for one to put on the iḥrām clothes and go in the maṭāf without being in the state of iḥrām? Would those who stop you fall under the ayah وَمَنْ أَظْلَمُ مِمَّن مَّنَعَ مَسَـٰجِدَ ٱللَّهِ?
It is permissible for the authorities of the Ḥaram to exercise reasonable administrative control to maintain order and ensure the proper functioning of the masjid. Accordingly, restricting access to certain areas in order to minimize overwhelming crowds, along with other similar measures, does not constitute “preventing Allah’s ﷻ name from being mentioned in His places of worship.” Those who are not in a state of iḥrām are not being prevented from the masjid, as other parts of the mosque, including the upper levels designated for ṭawāf, remain accessible. Moreover, these measures are implemented for the benefit of all who come to the Ḥaram, and, irrespective of whether one agrees, it remains an administrative matter that is within their rights to impose and upon the attendees to follow.
Additionally, entering the maṭāf in iḥrām clothing without actually being in a state of iḥrām constitutes deception. Therefore, one should abide by the regulations set by the authorities of the Ḥaram.
